A light moment at the Quad summit in New Delhi Tuesday. Japan’s Foreign Minister was mid-speech in Japanese when he spotted U.S. Secretary of State Marco Rubio without his translation headset. He didn’t let it slide. “Do you understand Japanese?” the minister quipped, pulling Rubio’s leg.
